This number increased rapidly every year until 2007, when we found that 71% of adults, 160 million people, had done this. An analysis by the Center for Immigration Studies of monthly data collected by the Census Bureau shows that fewer illegal immigrants are coming and more are returning home. The findings also show that the legal immigrant population has not declined. As a result, the overall foreign-born population has held relatively steady. The report examines the extent to which stepped-up enforcement and the downturn in the economy account for this trend.

RealtyTrac, the leading online marketplace for foreclosure properties, released its Midyear 2009 Metropolitan Foreclosure Market Report, which shows that cities in California, Florida, Nevada and Arizona continued to document the nation's highest foreclosure rates in the first half of 2009, with those states accounting for 35 of the 50 highest foreclosure rates among metro areas with a population of 200,000 or more.

The Conference Board Consumer Confidence Index™, which had retreated in June, declined further in July. The Index now stands at 46.6 (1985=100), down from 49.3 in June. The Present Situation Index decreased to 23.4 from 25.0 last month. The Expectations Index declined to 62.0 from 65.5 in June.

Unemployment rates were higher in June than a year earlier in all 372 metropolitan areas, the Bureau of Labor Statistics of the U.S. Department of Labor reported. Eighteen areas recorded jobless rates of at least 15.0 percent, while 9 areas registered rates below 5.0 percent. The national unemployment rate in June was 9.7 percent, not seasonally adjusted, up from 5.7 percent a year earlier. Among the 369 metropolitan areas for which nonfarm payroll data were available, 352 areas reported over-the-year declines in employment, 16 reported increases, and 1 had no change.
